He rose to power during the aristocratic factional quarrels that followed the reforms of Solon. His first two bids for power (c.561 and c.556BC) failed, but eventually he established himself (c.546) with support from other Greek states. He curbed aristocratic faction-fighting, enforced a period of internal peace and stability, favoured the peasantry of Attica, and was remembered as a popular ruler. At his death he transmitted his power to his sons Hippias and Hipparchus.
