He was born in Norwich, Norfolk. After joining the office of Hughes, printer to the House of Commons, he became acting manager in 1774, and in 1798 succeeded as sole proprietor. He and his descendants printed the parliamentary reports from 1774 to 1889 and the official reports of proceedings in Parliament are still called 'Hansard' in his honour. William Cobbett's Parliamentary Debates was continued from 1806 by Hansard's son, Thomas, and successors.
