Kellogg, Frank B(illings) 1856-1937
US jurist, statesman and Nobel Prize winner
He was born in Potsdam, New York, practised law in Minnesota, became senator (1917-23), ambassador in London (1923-25), and Secretary of State (1925-29). With Aristide Briand he drew up the Kellogg-Briand Pact (1928) outlawing war as an instrument for national policy, which became the legal basis for the Nuremberg Trials (1945-46). He was a judge of the Permanent Court of Justice at the Hague (1930-35), and was awarded the 1929 Nobel Peace Prize.
