He was born in London, the son of an accountant, and in 1885 graduated LLB at London University. He was largely instrumental in establishing the London School of Economics and Political Science (1895), where he was a Professor of Public Administration (1912-27). An active member of the Labour Party, he entered parliament in 1922 and held several administerial posts between 1924-31. He was also a founder of the Fabian Society (1884). He married Beatrice Potter (see Beatrice Webb) in 1892, and they worked together for social reform.
